slaves, is now legitimate and unobjectionable.

There is accordingly, I submit,
no longer any good reason why this Act, which has fulfilled
its purpose, should remain in the Statute Book, and I would
suggest that at the first convenient opportunity it should
be repealed.

Should the foregoing recommenda-
-tions meet with Your Lordship's approval I would ask per-
-mission to cause an Ordinance to be drafted revising and
consolidating the existing law regarding the carriage of
Asiatic passengers from Hongkong and Ports in China and to
submit this draft for the further consideration of His
Majesty's Government.
